Fossil fuels might work too... taking things out of the earth, putting things in the air. As well as the vaccine or illness--in fact, that might work really well with the idea that more of them survived the war, since some biological weapon might have destroyed the disease and spared them.
I'm... sort of taking it into account? Heh. I figure that since the usual reaction, on the part of industrialized countries, to claims of magic/witchcraft nowadays is "oh, those silly backward people," that it would be the same in this world. It might exist, but the people in the country where the protagonists live never really knew about it or believed in it if they did. Now that I'm thinking about it, though, I might have to go with a subtler physical marker than I was planning on using, since golden eyes are probably something that can be objectively verified as unnatural.
