Yeah, that's the idea. I don't think telegraph lines would work because they've become so much less common--I'm sure I didn't make all my goals clear in the original post, but one of them is that magic should show up somewhat suddenly during the war, because whatever was preventing it is destroyed or used up (in the case of fossil fuels).
