Afraid I don't know much about guns, so I can't help much there, but I could imagine some sort of wooden display case with a padlocked glass door, or something. Actually, you might be able to find something more advanced than that, since it's 1995, but that was the first and the simplest solution I thought of.
As far as the drug, the first thing that sprang into mind was Rohypnol, which apparently is available in Norway by prescription. If you click through to the date rape drug link, you might get some more ideas for other drugs.Another option would be simply to dissolve sleeping pills/any medicine in a very flavored drink (right now, I'm remembering the movie Rat Race where Jon Lovitz's character drugs his family with something akin to Benadryl mixed into their milkshakes - knocked them out so he could continue with the race).
